Abstract

From the view of general water construction in the 21st century, the main factors, such as flood and waterlogging, water pollution, and so on, which restrict the sustainable development of the Huaihe basin are analyzed. Five important countermeasures are advanced in this paper, which are to strength comprehensive regulation of territory, to carry out risk management for flood and waterlogging, to reduce population in the flood approach and storage zone, to adjust the style of production and living, and to enhance storage capacity for the rainfall flood in the basin. For the safe Huaihe basin construction in the approach and storage zone, the basic experience of setting up towns for moving residents in the Dongfenghu lake basin is introduced. Investigations show that resettlers are satisfied with the measures.
