三峡工程自1994年正式开工以来，工程进展顺利，目前各项施工正紧张有序地进行，工程质量总体良好，施工进度按国家批准的初步设计总进度实施，工程投资可以控制在初步设计的总概算以内。长江水利委员会作为三峡工程的设计总成单位，始终把工程质量放在首位。为此进行了大量勘察、设计、科研工作。对设计中的重大技术问题，如：大坝、电站建筑物、永久船闸、垂直升船机、工程安全监测、大江截流及二期围堰、机电技术设计等进行了全面的总结和论述，根据施工进展提出大量优化设计方案和解决施工难题的措施。
