Abstract
As water resources is the key of Northwest social development, the uniform distribution of water and soil resources makes the ecological environment very weak, once it is destroyed, the retrieve is quite difficult. The past western development and ecological vary is analyzed with water resources condition. The conclusion is that west development should not blindness, but according to capacity of ecological environment and water resources.关键词
