新型农村养老保险制度实施现状·问题与对策——基于对河北涿州试点的调查
Research on the Status Quo of Implementation, Problems, and Countermeasures of China's New Rural Social Endowment Insurance System
摘要
Abstract
Though the investigation in Zhuozhou, the only pilot in Baoding,Hebei Province,the author found that there are some problems in the design of the new endowment insurance system and the implementation of the New Rural Social Endowment Insurance. According to the result of the research, this paper proposed some corresponding countermeasures to solve the problems, such as insisting the dominant role of the government in the new system and intensifying its propaganda; increasing the public finance to expand the coverage gradually and improving the treatment of the endowment; exploring the development of rural economic collective and ensure that the benefits of collective;to improve the effectiveness by strengthening the managerial supervision and service;paying more attention to the connection between the new rural social endowment insurance and other related social security systems, in order to establishing the National Endowment Insurance for the urban and rural integration, and finally make the old - aged to have a sense of security.关键词
