论城乡统筹视域下的农村土地流转及其公平
Discussion of Rural Land Transfer in Coordinating Urban-rural Development Domain and Its fair
摘要
Abstract
The purpose of urban-rural coordinate development is to remove the gap between rural and urban caused by system and institution and to achieve balanced and coordinate development in urban-rural. The transfer of urban-rural production factors is the basis of urban-rural coordinate development. Land is the most important and basic resources and elements owned by farmers. Restricted by China's basic national conditions and development strategy in specific historical stage,land is the carrier of farmers' professional and social security supplied by Country. Lack of the external system supply,Besides, lower their own income and security functions of land is the main reason which cause the gap between urban and rural. So during this present period, the substance of urban and rural overall planning is to ask the goverment to provide the path combining production factors which can be rational and free chosen by citizen. It has logical rationality in fair sense that peasants exchange accounts and then exchange security with the land. It is an effective selection to implement the nationalization transfer reform for the land that were abandoned by the farmers who go to urban. To play the goverment' s dominant feature is the necessary conditions for urban and rural overall planning.关键词
