油气资源开发生态补偿标准模型研究
Research on Eco-compensation Standard Model for Oil-gas Exploitation
摘要
Abstract
Eco-compensation for oil-gas resource development is used to compensate for the damage to ecological environment function as well as for the damage to the loss of the development opportunity of the region.Ecological damage losses include the direct loss, the indirect loss as well as the the expense to restore ecology resources, which can be calculated by market value and opportunity cost.The cost used in environmental pollution governing and protection could be estimated by restoration and protection cost.The development opportunity loss, that could be estimated by market value and opportunity cost is caused by oil-gas exploitation that destroies the living environment of the contemporary generation and the future generations, who give up the survival right after suffering physical and mental destruction.Research on the compensation standard on the basis of northern Shaanxi shows that if the standard is 2％ for revenue, that equals drawing 120 yuan RMB in each ton of petroleum, 0.02 yuan in each cubic-meter of natural gas.Feasibility analysis with the Leontief Input-output Model shows that it is operational and feasible to implement the above-mentioned standard, with which the compensation prinpicle can bear, which does not have great effect on the profits of related subjects.关键词
