Abstract
Economic growth is an important standard to measure the level of economic development.The research on the relationship between environmental regulation and economic growth will contribute to seeking the optimal environmental regulation intensity in the different stages of economic development and accordingly provide environmental protection for economic sustainable development.The paper adopts the comprehensive evaluation method, time series data, “vertical and horizontal” method, to analyze and construct the index of the environmental regulation intensity after thinking over the indicators of input and output of measuring environmental regulation and data availability, and further analyzes the relation between environmental regulation and economic growth with the panel data of China' s provinces from 2004 to 2008.The results show that the relation between environmental regulation and economic growth is not linear but U-shaped.So, the conclusion can provide a reasonable explanation to the “compliance costs” and “innovative compensation”.Finally, the paper considers that since China' s economy is in a promising stage now, it is reasonable to strengthen the intensity of environmental regulation.Meanwhile, technological innovation has great impetus to environmental regulation and economic growth, so enterprises ought to take the advantages of technological innovation to make up for “compliance costs ”and to improve enterprise competitiveness to promote economic growth.关键词
