Abstract
The principles and ten elements of smart growth for coastal and waterfront communities arised in Sept.2009 by NOAA according to the principles of smart growth.With more influencing factors of ' water' , it is different from the traditional smart growth and a new concept of coastal and waterfront urban development planning.Challenges and opportunities coexist with each coastal and waterfront community because of the ' water'.Planning with these principles can help communities make efficient investments, reduce hazards and expenses of the environment and resources, preserve open space, restore critical environmental areas, and protect public health.These principles are effective to new communities as well as to the existing communities, and they also promote waterfront revitalization.It has been found that these principles and elements help guide growth and development in coastal and waterfront communities that have a clear vision for their future and understand the values they want to sustain.Due to smart growth theory's superiority of urban sustainable development and its specificity of protecting environment while developing economy, it is also adaptive in China.The principles, tools and techniques of smart growth for coastal and waterfront communities should be used together to support a comprehensive approach to achieve multiple community goals, thereby it can bring significant enlightenments for the waterfront urban development in China.关键词
