中国粮食主产区利益补偿机制的构建与完善
On the Construction and Improvement of the Interest Compensation Mechanism for the Major Grain Production Areas in China

Abstract
As an economic activity with external effects, the behavior of constructing the major grain production areas can bring not only economic benefits, but also great social effects on our food security and social stability. This paper briefly introduces the significance of establishing interest compensation mechanisms for the major grain production areas and analyzes the current situation of the major grain production areas by a comparative method. It shows that the development of the major grain production areas is still facing predicaments caused by the change of market circumstances at home and abroad, and by the aggravating of restrains of varied contradictions, such as prominent contradictions in the dual structure, increasing income gap, delayed construction of agricultural infrastructure, significant differences in grain production capacity and heavy burden of producing grain. On the basis of economic externality theory, especially the public policy mechanisms of internalization of external effects, we need to build and improve the interest compensation mechanisms, such as national grain risk fund system, national food security fund system, directed subsidy policy for producing grain, inputting mechanism of government finances and financial support mechanisms, etc. It is a necessary step and a key measure to build and improve the interest compensation mechanisms for inspiring the initiative of producing grain in the major grain production areas and ensuring national food security.关键词
