中国公共资源依托型旅游景区(点)政府规制的变迁研究

Abstract
The paper reviews the history of the changes of Chinese government ' s regulation on public-resource based tourism resorts by literature analysis and divides the history into three stages: the first stage was to build up the regulation system which focused on the enhancement of protection of resources ( 1978 - 1984 ); the second stage was to strengthen the regulation which focused on the improvement of the protection of resource ( 1985 - 1998 ); the third stage was to improve the regulation system which focused on promoting the balance of resource protection and resource development ( 1999 - present). Based on the authentic analysis of the content and achievement of the three stages of the government regulation on public-resource based tourism resorts, the author points out that the characteristics of the changes of the government regulation on public-resource based tourism resorts: the focus of the regulation has changed from protection to development and the achievement of the regulation was limited due to the system of the government regulation. The patterns of the changes of the government regulation are: the reason of the changes is that the economic value of the public-resource based tourism resorts come into view; the bottleneck of the changes of the government regulation is the separation of the ownership and the management right of the resources; the trend of the changes of government regulation is that more attention needs to be added to the social value of the public resources of the tourism resorts and more laws are required to be enacted to delimit the relationship between the ownership and the operation right of the public resources in the tourism resorts.关键词
