Development of International Carbon Market And Its Enlightenment for Chinese Carbon Market Construction
摘要
Abstract
China ranks the second in greenhouse gas emissions and is the biggest supplying country in CERs in the world-level market. However, China, lying at the bottom of the industrial chain of carbon transaction, is only a participant in carbon market and a follower of the carbon market rules. The great reduction of emissions created by China for the global carbon market was purchased by the developed countries at a low price, and then packaged and further developed into a financial product of a higher price for transaction in overseas market. As one of the biggest supplying countries of the emission authority, China does not have an international carbon market comparable to those mankets in Europe and America;therefore, China has lost the pricing power in carbon transaction. This article specifically elaborates on major transaction bodies, the types, quantity and volume of transaction in the major international markets of carbon transaction. Through analysis, this article works out the characteristics of the present international carbon market and accordingly makes a comparison between the international carbon market and the domestic market and points out the existing flaws the domestic carbon market. Finally,the article sheds some light on the Chinese carbon market and puts forward a few measures,namely,improving carbon market system construction, perfecting carbon transaction system, strengthening the development of and research on the CDM projects, stimulating financial institutions' initiative in participating in carbon transaction and unifying the domestic carbon emissions standard.关键词
