中国海洋环境区域管理的政府横向协调机制研究
Government Lateral Coordination Mechanism of Regional Management of Marine Environment in China
摘要
Abstract
The lateral government subject in regional management of marine environment is complex, involving multiple local governments and marine departments.Due to the particularity of marine environment, only by mutual cooperation can they realize the governance target better.They have different interest demands.Success or failure of cooperation is, to a great extent, determined by benefits harmony.Thus, a good coordination mechanism is very important.This paper proposes regional management of marine environment on the basis of marine regional management.First, the government lateral coordination mechanism of regional management of marine environment is defined and its content explained.Then the lateral relationships of the governments are analyzed qualitatively.The relationships among local governments are reflected as coexistence of cooperation and no correlation with nature, while the marine departments are the unity of opposites.So we can draw the conclusion that there are incoordinate problems among lateral governments and departments in regional management of marine environment in China.To construct the government lateral coordination mechanism of regional management of marine environment in China, we should make contracts to restrain government subjects, build organizations of trans-administrative areas and multi-departments, as well as perfect the operating mechanism from the following aspects: information communication mechanism, negotiation mechanism , interest sharing and compensation mechanism.关键词
