Impact of Participatory Irrigation Management of Water Users' Association on Farmers' Water-using Behavior in Zhangye Irrigation District
摘要
Abstract
The purpose of participatory irrigation management is to ensure making efficient and fair use of agriculture water.The paper focuses on the impact of participatory irrigation management by water users' association on farmers' water-using behavior in Zhangye irrigation district.Through the empirical study, the conclusion was drawn that, the setting-up of water users' association, reconstruction of irrigation ditches, adjustment of crop farming structure and establishment of water right will raise utilization efficiency of irrigation water.Nevertheless, because of the top-down administrative management, water users lack the real fight to speak and to make decisions at the meeting, and water users' democratic participation in irrigation management can not attain the aim of water-saving.Consequently, the institution of water users' incentive system and democratic policy-decision is an important matter for water users'association to reform irrigation management in the future.关键词
