摘要
Abstract
on the basis of the investigation of the scientific innovation resources of provincial scientific research institutions for public welfare in Fujian and these resources＇ operating systems and mechanisms, this paper summarizes the characteristics of the innovation resources and capabilities of provincial scientific research institutions for public welfare in Fujian, reveals the key factors constraining the enhancement of independent Innovation capabilities of provincial scientific research institutions for public welfare in Fujian, so as to provide references for decision making on improving innovation management and operating mechanisms within technology management departments and provincial scientific research institutions.关键词
