Comprehensive evaluation and decision-making for urban power system planning using a cross efficiency model based on SE-DEA

Abstract
Regarding the complexity of comprehensive evaluation factors in the power system planning and the extreme cases of evaluation of the efficiency value by using super efficiency data envelopment analysis (SE-DEA), a new cross efficiency evaluation method based on SE-DEA is established. Meanwhile, an integrated comprehensive evaluation system for power planning is introduced. When the proposed method is applied to a practical power system planning case, it is found that the calculation result is consistent with those obtained by other methods such as SE-DEA method, interval hierarchy method and fuzzy hierarchy method. By comparison, the value of the method in this paper is the mean value of SE-DEA model and efficiency distribution value of the case is more reasonable and effective, and the evaluation result is scientific and feasible.关键词
