Abstract
The uncertainty of modern risk pose great challenges to risk communication.The greater the uncertainty, the more difficult to predict the risks which result in the lack of ground for social management to observe and work out plans for communication.Government, who is responsible for the public risk commnucation, usually face dilemma.The uncertainty of risk partially due to the uncertainty of media convergence, which result in the uncertainty during the whole process of modern risk communication.Government should be fully aware of the uncertainty of the risk communication process and take flexible measures, explore the communication opportunities and take innovative communication means during the process of risk communication.关键词
