摘要
Abstract
Core reason for the success of the healthcare reform in Shenmu county lies in the correct implementation of central government's core policy on healthcare reform, which can be explained in many ways. The core policy can be explained as the balance and selection of social core values, as the system design of achieving just benefit, as the issue of realizing government~ supposed obligations, as the issue which tries to break out the dual conomic structure between towns and rural areas and successfully manage distant payment in order to ensure social stability and harmony. The rural healthcare reform has a totally different systematic background as that in cities,thus the Shenmu mode has a universal significance.关键词
