Eco-compensation Standard and Mechanism

Abstract
Cost is the base to set the eco-compensation standard. In evaluating an eco-eompensation project, it is much more important to full and precisely calculate the losers' direct cost, opportunity cost and development cost than to evaluate the ecological services. Eco-compensation standard is not simplex. It is finally determined by the distribution of bargaining power between the loser and the beneficiary of an eco-compensation project. So, mobilizing all stakeholders to participate in project will make compensation standard more accurately set, which mainly safeguards farmers' benefits at gross roots who actually supply ecological service or suffer from externality, and will make more local technologies and institution knowledge, which improves the project benefit, monitors the project managers, and reduces rent seeking. Besides government compensation and market compensation, eco-compensation mechanism includes inner community compensation. As for government compensation, there is a division of work between the central and the local government. Fiscal decentralization theory shows it is efficient for local governments to undertake some eco-compensation projects because the local governments are closer to the society and know more about local residents' preference.关键词
