Abstract
Xinjiang is located in the middle Asia which belongs to the typical arid-semiarid legions. The traditional industry development model has threatened the ecological environment and oasis-stability. Circular economy got to the point that resources are relatively scarce while consumptions are excessive in Xinjiang, so it is practical to break through the deep-seated contradictions and constraints of natural resources. According to the connotations and principles of circular economy, combined with the regional characteristics, the general ideas of Xinjiang are recapitulated that it is necessary to study the industry circular economy synthetically with multi-subjects, circles among industries & recycling of resources should be realized, and the relevant management & assessment systems are needed in circular economy construction processes. Taking the national circular economy experimental city: Shihezi as a typical case, the analyses of which indicate that: "One synthesis" is a premise to construct industry circular economy scientifically. "Two Recycles" can promote ecological-friendly industry and industrialization of pollution abatement, forming the organic unity of artery and vein industries in Xinjiang. "Two systems" will be a powerful supporting mechanism to drive the industry circular economy more sustainably and perfectly.关键词
