Abstract
In order to compile practical scheme of base construction action, first, the many body of participatory development was determined to construct a specific “decision-making framework”; second, in response to the aim of action, the responsibility and obligation of the parts of action were proposed, including organizations, farmers, interested citizens, in the process of working and actualizing the plan; finally, the tasks were to reshape the relationship of each part of action as strategic partnership, to improve the farmer potential of self-development, to transform the three roles of different parts of action, to create the typical culture for the agriculture bases.关键词
