Abstract
The industrial sectors consume most energy in China and are responsible for changes in national energy demand. Energy efficiency varies due to large differences in production methods. Since 1997, industrial energy consumption has been significantly higher than energy consumption intensity of the national average. Technological advances help to improve energy efficiency. Research and development is an important way to technological progress. This paper considers the relationship between indigenous R&D, technology acquisition and energy intensity. Research on this topic is helpful for understanding the characteristics of the effect of research and development on industrial energy consumption intensity and creating effective policies on energy conservation. The total expenditure of research and development in industrial sectors is divided into three parts. They are independent research and development, the introduction of foreign technology and domestic technology purchased. Using panel data on China' s 32 industrial sectors during the period from 1998 to 2007, this paper empirically analyzes the effect of the indigenous R&D, introduction of technology on industrial energy consumption intensity on the basis of estimating the stock of indigenous R&D and introduction of technology. The factors impacting energy consumption intensity include not only indigenous R&D, foreign technology purchased and domestic technology transfer, but also energy price, the share of foreign direct investment in industrial (added-value) and the industrial structure. The results shows that the impact of indigenous R&D and the introduction of foreign technology on energy consumption intensity exhibits different patterns in different industrial sectors. Indigenous R&D contributes to a significant decline in energy intensity in high energy-consuming intensity sectors and 32 industrial sectors and has no significant effects on low energy-consuming intensity sectors. Domestic technology transfer only has a significant negative influence on energy consumption intensity in low energy-consuming intensity sectors and 32 industrial sectors. Foreign technology purchased has no significant impact on energy consumption intensity in all samples. Due to the low absorptive ability of indigenous R&D, domestic technology transfer has not facilitated to decrease energy intensity in low or high energy-consuming intensity sectors. And indigenous R&D and foreign technology purchased are not complementary, so foreign technology purchased doesn' t help to reduce energy intensity in low high energy-consuming intensity sectors. Therefore, it is necessary to improve the quality and efficiency of R&D investment and to optimize investment structure. By these means, energy consumption intensity of industrial sectors would be reduced, and the target of improving energy efficiency can be reached effectively.关键词
