Environmental Cooperation in Northeast Asia from the Angle of International Regimes
摘要
Abstract
Due to the close relationship with environmental issues, regional geographical factors and eco-environmental system, today's environmental issues have crossed the geographical boundaries of sovereign states and permeated the regional and even global ecosystems. The environmental cooperation contributes to the construction and development of international environment regimes, the functionality of international regimes impels the deepening of environmental cooperation, and the interaction mechanism between them promotes the construction of environmental cooperation regimes. Common interests, dependent pathway and the content and effectiveness of the regimes are the four major elements to evaluate the environmental cooperation regimes. With the highlight of environment issues in Northeast Asia in recent years, it has been the top priority for countries in Northeast Asia to strengthen and deepen environmental cooperation. The environmental cooperation regime in Northeast Asia is one of the important tools to maintain and promote environmental cooperation in Northeast Asia. At present, though the environmental cooperation in Northeast Asia moves continuously towards being pragmatic, the setup of formation is multi-domain, multi-hierarchy as well as multi-channel,and the regime in the field of environment gradually makes for clearness , the construction of the environmental cooperation regime in Northeast Asia is still in the starting step, needing long-term and efficient improvement. The basis of the construction of the environmental cooperation regime in Northeast Asia should be the common environmental interests of all the countries in this region, which can smooth the cooperation pathway to improve the regional environmental cooperation regimes and give play to its effectiveness.关键词
