Abstract
Urban redevelopment in the central area of a city has been a priority of American municipal governments and also an important economic development tool for Chinese cities. Based on the analytical framework of growth machine theory and regime theory, this article analyzes the similarities and differences in relationships among development actors, planning processes, and development outcomes between two neighborhood redevelopment projects in Shanghai and Chicago. It follows with an exploration of reasons causing the differences. This article suggests that city governments should carefully consider the use value of neighborhood, and adjust the creation and distribution of exchange value in its redevelopment and planning through the involvement of actors from the community.关键词
