一种面向低目标比特率的H.264码率控制算法
An H.264 rate control algorithm orienting low target bit rate

Abstract
For the purpose of solving the problem of JVT-G012's rate control algorithm distributing bits evenly for uncoded P frames, and also because the following bit allocation cannot respond quickly to the changes in frames, this paper presents a new bit rate control algorithm which is based on the buffer feedback and orients low target bit rate. The new algorithm can quickly respond to the adjustment of bit. Rate under the low target bit rate control, and weaken the impact on the following frames bit distribution due to the fact that the original algorithm adjusts the current frame bit rate. The results of the experiment involving multiple video sequences show that, with the low target bit rate, the new algorithm can improve the PSNR of the Y-component up to 0. 34dB and reduce the bits up to 16% , while being closer to the JVT-G012 in dealing with the higher target bit rate. The algorithm can be widely applied in the rate control of low target bit rates, and as an alternative of JVT-G012's rate control algorithm.关键词
