中国战略性海洋新兴产业的发展对策探讨
The Policy Implication for the Development of New Marine Strategic Industries in China
摘要
Abstract
With the marine economy entering the high-tech era, the new marine strategic industries featured by high and new technology have been emerging as the competitive frontier for most coastal countries and regions. Based on the definition of the new marine strategic industry concept, the paper analyzes the current development and finds out existing problems of the new marine strategic industries involving the aspects of public awareness, plan and policy systems, innovative capability, financial investment and talents reserves,etc. And then, the paper proposes some policy suggestions to stimulate the marine economy development in China, including improving pulic awareness of the importance of the new marine strategic industry development and building a good development atmosphere, formulating policy systems and coordination mechanism, forming a long-term effective mechanism for the new marine strategic industry development, raising the innovative capability and speeding up transformation of scientific and technological achievements and building the new marine strategic industriy development zones, increasing financial investment in the new marine strategic industries and optimizing its financial mechanism,and training and recruiting high-end professional human resource with good adaptability,innovation ability and competitiveness.关键词
