摘要

Abstract

In order to solve the problems with government procurement, such as low usage of information technology, no transparency, asymmetry, and decentralization, etc, this study uses object-oriented software analysis and design method to describe the process of government procurement management system design and implementation regarding network and software development. The system developed applies the synchronization technology of data isolation in internal and external network, which effectively integrates the government procurement management system running on the purchasing internal network and the government procurement application running on the external network, and improves the safety of the system. This system is designed and implemented using B/S technology, and with a full consideration of the requirements from various departments in government purchasing application. The system is flexible in structure, complete in functionality, convenient in usage, safe, reliable and expandable. The study shows that science and technology can solve the problems with government purchasing in cost, efficiency and quality, regulate government procurement actions well and demonstrate the advantage of government purchasing system.
