生态补偿在小流域尺度的实践——以安徽省秋浦河流域为例
Practice of Eco-compensation Mechanism in Small Watershed A Case Study of Qiupu River

Abstract
Some deficiencies still exist in practice of small watershed ecological compensation cases such as imperfect management system, indeterminate compensation standards and compensation subjects, single compensation pattern. Using model research, literature method and empirical approach, this study constructs eco-compensation mechanism for Qiupu River based on system theory, including driving forces, legal guarantee, management and operation systems and monitoring mechanism. Social foundation and supply and demand of the whole river is driving force of eco-compensation. Eco-compensation committee is the foundation for eco-compensation. Eco-compensation mechanism law, multivariate compensation mechanism, monitoring mechanism and scientific standard mechanism are all the key elements to implement the eco-compensation. This paper figures out that the compensatory amount in 2009 is ￥40553.66 × 104, based on ecological damage of the upper reaches of Qiupu River. This practice is requirement of carrying out scientific development concept and setting up a harmonious society, and will help to promote the whole to coordinate harmonious development, so this paper can provide idea and reference to construction of eco-compensation mechanism in small watershed in the future.关键词
