传统农区土地利用总体规划环境影响评价——以河南省为例
Land Use Planning Environmental Impact Assessment in Traditional Agricultural Region——A Case Study of Henan Province

Abstract
Studies on ecosystem services are receiving increasingly more attention. Using Costanza's method from the perspective of ecosystem service function, the paper takes general land use planning of Henan Province form 2006 to 2020 as a subject and analyzes the impacts of ecological environment after the general land use planning implementing. Results indicated that the ecosystem service value (ESV) accounted for 189.99 billion yuan in 2020 with an amplification of 4.29%. ESV accelerated quickly in planning period, which meant the planning implement can increase the ecological benefit. ESV of forest land, garden plot and grassland showed a rising trend. The forest land increased most while the cultivated land, water area and other land kept on decreasing and the water area lost most. Because ESV of forest land was high, it made up for the ESV loss of cultivated land occupied by construction. ESV of research area showed a rising trend in planning period. The sensitivity indexes were all less than 1 in the planning period. It proved the estimated ESV was comparatively reliable.关键词
