中国自然资源政策演进历程与发展方向
The Evolution Process and Development Direction of China's Natural Resources Policies

Abstract
Natural resource policies are the important components of the system of national policies. Their importance, complexity, public awareness is more and more remarkable as economic and social development going on. Since 1980s, China's natural resource policies have experienced 4 period evolution, including the periods of 1980s, 199 - 1997, 1998 -2003 and 2004-2010. In the past 30 years, China's social and economic development attracted worldwide attention, and the demand and targets of China's natural resource policies changed gradually and contributed greatly to the quickly social and economic development. But, many problems of natural resource policies, such as non-consistency, non-fairness, non-authority, and non-awareness problems have been arising. Since 2011, China's natural resource policies enter the fifth period with the new water resource policies published in the beginning of the year. Looking in the future, China will enter a new period, in which natural resource policies will be innovated gradually and remarkably aiming at implementing the Scientific Outlook on Development and accelerating the shift of economic development model. The future emphases for innovation will be concentrated on government resource regulation, responsible resource policies, accelerating economic development model shift, improving integration of different resources policies, and differential design of resources policies for different regions.关键词
