农村社会养老保险的政府财政支持能力分析
Analysis on Government' s Capacity of Financial Support for Rural Endowment Insurance

Abstract
In September, 2009, the State Council made a decision to authorize the pilot implementation of the New Rural Endowment Insurance in the 10% counties of the whole nation, to show the government responsibility with the some fiscal subsidies for it But how to measure the governmental financial support capacity which has been concerned by the academic circle and our authority. This paper takes the advantage of mathematical model and SPSS software to analyze China' s financial support capacity for the new rural endowment insurance in the following 30 years, based on the assumptions of a pay-as-you-go system as the rural endowment insurance' s model choice and the pension replacement ratios as 50%. As a result, the paper draws the following conclusions: Firstly, fanners from different districts own different paying capacity; similarly, different districts' financial support capacity for the farmers to participation are different Secondly, with different growths of annual per capita income of peasants, the government is always fully capable of maintaining the system' s financial balance and guaranteeing the farmers' pension to meet the basic survival needs. Thirdly, the paper suggests that the government should increase the financial support to the New Rural Endowment Insurance in the first place, and especially increase the national government financial support to the central and western regions, and then the government should raise the payment-subsidy standard to attract the farmers. Finally the government should replace the defined payment model with the Proportional payment model关键词
