Total-factor Energy Efficiency Analysis of Three Major Economic Regions in China: Based on Super-DEA and Malmquist

Abstract
The level of China's overall energy level would be determined by energy efficiency of three major economic region(Yangtze Rive Delta,Pearl River Delta, Bohai Zone). The reasons of increasing energy efficiency would be better explained by studying the relationship of energy efficiency and total-factor productivity. Using panel data in 1995 - 2008, including the stock of knowledge into production function,adopting the Super-efficiency DEA model and Malmquist method,the paper measures energy efficiency and total-factor productivity (TFP) of China' s three major economic regions in the framework of total-factor energy efficiency. Then the contribution degree of TFP factors to energy efficiency is analyzed. The results are listed as follows: Energy efficiency of Yangtze River Delta and Pearl River Delta is generally higher than that of Bohai Zone. Energy efficiency of three major economic regions reduced and rapid technological progress was made through industrial restructuring in 2007 economic crisis. In addition, the improvement of energy efficiency depends on TFP increase, and the improvement of technological progress and technical efficiency all lead to higher energy efficiency. But the influence of technological progress is less because of rebound effect. On these grounds, we propose policy recommendations such as considering regional differences in the decomposition of energy-saving goal, and preventing rebound in energy consumption in dealing with the economic crisis.关键词
