Abstract
Through the discussion and discrimination of the nature of the water resource fee,it showed the scarcity of water resources is the cause of water fee collection. It is semi-mandatory nominally and mandatory actually. It is a general but not selective fee. It involves all goods and all consumers are due to pay it.关键词
