摘要
Abstract
The paper makes analysis on the blue agriculture development status quo and problems of Shandong Peninsula Blue Economic Zone, makes future research on the construction of regional innovation system based on the interactive mechanism of the three spiral model. By the application of the three good interactive relationship of " University-Industry-Government" , the blue agriculture industry cluster innovation system in the Blue Economic Zone is designed, and countermeasures are raised, that is layout from blue economic zone, the dislocation development of all coastal cities, avoiding excessive inner-zone competition; establishing sharing scientific research mechanism to integrate and use area innovation resources; and gradually changing government function to realize the market mechanism dominant cluster development.关键词
