对我国排污权交易实践的评价研究
Evaluation on Emission Trading Practice in China
摘要
Abstract
Since the introduction of emissions trading in China, a large number of experiments were carried out. The practical experience and lessons were summarized and deeply analyzed, which has significance for perfecting the legal system of China's emissions trading. The results showed that Chinas emissions trading has made great achievements such as the local legislation, basic research, establishment of trading platform, strengthening of the emission control, property function of emission rights, selection of emissions trading mode. But also have many problems such as government functions, the continuity of transactions, trading spatial extent, the legal basis for trading, the players of trading, market supply, the pollution prevention and pollution hot spots.关键词
