区域抗灾能力建设研究——以广西农村危房改建为例
STUDY ON ENHANCING THE RESISTANCE CAPACITY：A CASE OF THE RENOVATION AND RECONSTRUCTION OF RURAL DILAPIDATED BUILDING IN GUANGXI

Abstract
Resistance capacity has been discussed in relation to renovation and reconstruction of dilapidated buildings in 75 counties in Guangxi.These 75 counties have been grouped into four categories by resistance capacity index and fiscal revenue.The rationale for local governmental relief countermeasures in pilot counties was discussed in relation to the needs of each county category.Integrated disaster reduction paradigm,composed by residents self-help,governmental relief,resettlement and rural housing insurance,was proposed for renovation and reconstruction of dilapidated buildings.This would provide a practical case for disaster management in rural areas.关键词
