Research on Accountability Basis Determination of Agent in Government Investment Project A Perspective of Contract Risk Responsibility Allocation

Abstract
Agent construction project is a kind of implementation mode in the government investment projects. Setting up a government investment projects responsibility system is an effective way to improve the efficiency of government investment. However, now research of accountability rarely refers to project level. From the project governance theory, construction project ia taken as a temporary contract organization, the agent＇s duties are determined according to the control power, risk allocation scheme is determined according to risk allocation theory, then the building contract risk liability matrix is constructed based on duties and risk allocation scheme of agent to determine the contract risk responsibility, which can be taken as accountability basis to perfect agent restriction mechanism.关键词
