《湖北省城镇体系规划》实施评估研究
An Evaluation of the Implementation of Hubei Provincial Town System Plan

Abstract
Provincial urban system planning is an integral part of China's urban planning practices. It is the foundation for the people's government in provinces and autonomous regions to implement urban plans, manage urban affairs, rationally allocate resources, optimize the use of urban space and co-ordinate infrastructure and pubic facility development. It is also a policy tool to implement the national urban system plan and guide urban development within the province/autonomous region and sub-provincial-level planning. Hubei provincial urban system plan had been implemented for seven years and it is time to evaluate the implementation outcome. At present, China has started the overall assessment of plan implementation and much research into the issue is needed. The paper follows "The Assessment Guidelines of Hubei Urban Development Strategies and Policy Implementation" released by The Department of Construction and Housing of Hubei Province. The assessment of the provincial urban system plan, which is situated at eh highest level of the plan hierarchy, is of great value.The paper firstly selects the evaluation criteria based on a holistic approach. It then compared outcomes with planning objectives identified in town socioeconomic development plans, town spatial structure plans, town scale structural plans, town functional structural plans and town infrastructure development plans. Finally, the paper summarizes conclusions and proposes measures to make improvement.关键词
