Abstract
In accordance with Republic Act 9136 or EPIRA, the Philippines power industry is restructured and market-oriented reforms are implemented gradually. It is said that the Phillipines already gets ahead of other Asian countries excluding Singapore in terms of market-oriented electricity reforms. This paper presents the background and history of the Philippines electricity market, analyzes the governance structure, market design, bidding rules, dispatching procedures and tariff settlement mechanisms etc.. It further points out the latest development trends of the Philippines electricity market （e.g., carrying out retail competition and open access, establishment of ancillary services market and implementation of load bidding）, and finally summarizes the experiences to be learnt and the weeknesses to be overcome.关键词
