Abstract：Whenever a serious accident the scientific community of experts is quite interested in general discussion on nuclear safety and accordingly makes changes to the nuclear safety framework,but every major cause of the accident is not the same,and the problems involved are not the same.25 years ago,the Chernobyl nuclear accident shocked the world.In the past 25 years,reactor core melt occurred in five reactors,far beyond the international provisions to the probability of a serious accident.In the past 25 years due to melting reactor accident 11 reactor units scrapped,two sites became places where people dare not go.With all this,we need new nuclear safety thinking.关键词
