Abstract
Outline of China＇s National Plan for Medium and Long-Term Education Reform and Development（hereinafter referred to as National Education Plan） offer an overall plan and direction for Chinese education in the next decade.Centering on improving the quality comprehensively,the higher education should optimize the structure of universities and develop the educational advantages.After researching and analyzing on the current status of universities,the author proposed that in order to implement the National Education Plan,improving the quality of teachers should be the premise;enhancing the teaching concept and ability should be the key;local government and educational administration department should be the policy safeguards;and modern university system and governance should be the institutional guarantees.关键词
