Abstract
Equipment development project is complex system engineering, its prospect is uncertain. To terminate an unpromising pro ect scientifically and duly is importarit for reasonable deployment of national defense resource. In the existing termination decision approa ches, qualitative analysis approaches has high subjectivity and quantitative analysis approaches exit the problem of big information loss. For solving these problems, the cloud theory is introduced and decision cloud model is built.关键词
