Abstract
Dominative administration is based on and guarantees the soundness of the relation of distribution. After the relation of change emerged, took the place of the relation of distribution, and then became a universal and leading kind of social relation, dominative administration is no longer justified to exist and continue and gradually faded out the arena of history and regulative administration came up to answer the call of the relation of change and replaced dominative administration as way of social administration. Dominative administration and the society are homogeneous and belong to the same whole, while regulative administration and the social environment are heterogeneous. Regulative administration, by nature, is independent from the society and adjusts the relation of exchange from outside. During the process of globalization and post-industrialization, cooperative relation gradually take shape and is likely to take the place of the relation of exchange. If this happens, then service-oriented administration would be expected to be established so as to meet the development of cooperative relation. Therefore, to build a service-oriented administration is a great cause that goes with the inevitable trend of historical development.关键词
