Abstract
With the evolution of public administration, the service administration displays to us its course of development： ＂bestowed power＂-oriented form, ＂public demand＂ centered and service oriented mode, and cooperation mode with ＂joint administration by government and people＂ as the core. Service-oriented administration results from the development of order administration, and cooperation administration speaks for the essence or the nature of modern public administration. There always has been an interactive relationship between public admin- istrative development and innovation of administrative law theories. The cooperation concept in administrative law should be reflected in administrative subject, behavior, relief and other fields.关键词
