大连市水资源可持续利用对策研究
Study on Sustainable Utilization Countermeasure of Water Resources in Dalian
摘要
Abstract
Dalian is one of the severe water-shortage cities in north China. In the light of water resource exploitation and utilization problems under the new development situation of Dalian,this paper proposed a water resource management,called "three-red-line" control indexes, and its overall management strategy according to the No. 1 document of the Central Communist Party Committee in 2011. This water resource management takes into account the total water use,efficiency,and water quality,and it is the most stringent management system so far. Based on the water resources allocation achievements in Dalian,seawater utilization, reuse of the reclaimed water,and inter-basin water transfer have become the water supply goals to meet the situations of using non-conventional and large-scale transferring water resources. The relevant project distributions and specific management countermeasures for water resources were investigated,and the research was aim to guarantee the rational exploitation and utilization of structural measures, to promote water resource sustainable utilization,and to further assure the economical and social sustainable developments in Dalian.关键词
