摘要
Abstract
Nowadays it is enforcing the dual population policy differentiated by town or country in China,or one-child policy in urban areas but one-and-a-half child policy in rural areas.Hukou is the label to identify who are rural people and who are urban people.As the development of town and country integration,it is a irresistible trend to reform the household registration system,which may bring the problem that the applicable objects of the population policy is not clear.To solve this problem,the methods of choosing the new label differentiating people in town or country in stead of Hukou to maintain the dual population policy can not work.By comparing various scheme of the adjustment of the population policy,we prove that it is relatively better to replace the dual population policy by uniform ＂two-child policy＂ in urban and rural area,and the path of this change can take ＂two stages and six steps＂.关键词
