对“十二五”期间主要污染物减排问题的思考
Thinkings on Reduction of Main Pollutants Emission during the ＂12th Five-year Plan＂
摘要
Abstract
During the period of ＂The 12th five-year plan＂,the tasks of emission reduction includes the respects such as increasing the factors of main pollutant emissions reduction,the scope covered by emission reduction being much wider and paying more attention to reduction in the structure respect.The pressure from the reduction target is still very high.Additionally some factors are difficult to be further reduced.Therefore,it′s worth to think about the points including during ＂The 12th five-year plan＂,reasonably determining the reduction base of main pollutants,calculating the increment scientifically,allotting the reduction targets reasonably,establishing statistic system and platform for emission reduction environment,determining constrained targets and variable targets based on overall consideration,establishing a long-effect mechanism and taking administrative measures.关键词
