Abstract
China is the maximum target and victim of ＂337 investigation＂ made by United States since 2002.Compared with the related relief measures,the process of the ＂337 investigation＂ is characterized by low qualification,limited time,high cost,rigorous provision and broad influence.Although the United States believes that ＂337 investigation＂ is a reasonable and necessary border measures for protecting the intellectual property,many countries have questioned its rationality and legitimacy.In fact,＂337 investigation＂ is the unilateral trade remedy measures,and there is a conflict with the national treatment principle of WTO and the TRIPS agreement.关键词
