Abstract
Report indicates that there is shot-term behavior in the purpose of sate-owned forest transfer.The transfer process is not standard and lack of start-up capital.And there is illegal behavior in transfer activity with failure funds flow.Business entity of collective forest is uncertain,and the main direction of reform is incorrect.Governing bodies is not sound.Finical security is not in place,and system construction is imperfect.Policies were put forward,such as accelerate local legislation,define standard transfer process,clear reasonable scoping,protect workers＇ interests,strengthen supervision and management,enhance guiding service,promote leadership,implement forest reform funds,grasp main reform line and publicize the policies widely.关键词
