Abstract
In the construction of farmland shelterbelts in Harbin city,the problems such as lacks of knowledge,fixed mechanism,poor management,funds unimplemented,single species,irrational forest age structure,low-tech,lagged forest ownership reform and imperfect risk prevention mechanism are all existed.In order to solve all these problems and strengthen the construction of farmland protection,it is suggested to promote publicity and innovative mechanism,strengthen management and protection,regulate species and forest age structure,broaden financing channels,enhance scientific and technological support,deepen the reform of forest right system and improve the compensation mechanism.关键词
