Comparative study on standardized accounting methods for watersed eco-compensation

摘要

Abstract

According to the practices of three kinds of watershed eco-compensation in China, trans-boundary watershed eco-compensation, trans-boundary watershed pollution compensation and water source protection ecocompensation, two kinds of standardized accounting methods for the Chinese watershed eco-compensation were classified, that is, trans-boundary water quality and quantity-and water source protection-based eco-compensation methods. The connotation and characteristics of the two kinds of methods were analyzed by summarizing the existing practices and methods. The results show that the trans-boundary water quality and quantity-based eco-compensation method can be applied to the watershed with serious pollution and small economic gap between the upstream and downstream areas. The water source protection-based eco-compensation method can be applied to the watershed with great economic gap between the upstream and downstream areas.
